Position
Summary: The primary purpose of this position is to serve as a professional civil engineer, performing programming and base development duties in support of a military installation.
U.S. citizenship required Must be able to obtain and maintain the appropriate security clearance Travel expenses will not be paid. Recruitment and relocation incentives may be used.
MAJOR DUTIES:
Evaluates and recommends programs and development plans for new construction, renovation, and improvements of real property facilities, including utility systems, utilizing a professional knowledge of civil engineering.
Works with organizational managers, budgeting personnel, and higher engineering authority in developing and gaining approval for proposed facility programs/projects.
Coordinates projects with engineers in other disciplines or with architects.
Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
In conjunction with the primary duty of programming/base development, on a less frequent basis performs work in the construction management, design, and/or operations and maintenance (O&M;) functions.
Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
BASIC
Qualifications: All applicants must meet basic qualifications by one of the following methods:
A. A bachelor's degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: NOTE: Please provide Transcripts and at time of application.
1. Professional registration:Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written test: Successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
4. Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. ADDITIONAL
Qualifications: In addition to meeting the basic qualification requirement, applicants must meet the additional qualification requirement.
SPECIALIZED EXPERIENCE REQUIRED: You must have at least one (1) year of specialized experience equivalent to the GS-09 (or higher) in the public or private sector. Specialized experience is experience as a professional civil engineer, performing programming and project development duties in support of a facility. Examples include providing technical direction and cost estimating for new construction, renovations, and improvements to facilities through application of professional knowledge and skill in civil engineering practices, processes and techniques; and experience planning and monitoring civil engineering projects to ensure compliance with applicable objectives, standards, and requirements.
OR
Successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or PH.D. or equivalent doctoral degree that is directly related to the position. NOTE: Transcripts must be provided at time of application.

Have an equivalent combination of specialized experience and graduate level education. NOTE: Transcripts must be provided at time of application.

This may or may not be a Testing Designated Position. The incumbent may be subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
Work may require travel away from the normal duty station on military and commercial aircraft.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
